Basic Training Program for Professional Development of II and I Rank Civil Servants – Managerial Skills for Civil Servants

The program consists of 5 modules, with time allocation for each training module as follows:

  • On working days: no more than 1 session of 4 contact hours.

  • On non-working days: no more than 1 session of 6 contact hours.

The contact hours within each module are distributed according to the following principle:

  • Theoretical learning: 30%

  • Practical learning: 70%

Program modules and allocation of hours:

  • Module N1: Strategic Management and Planning – strategic management, planning of long-term and medium-term goals and objectives, development of action plans. (8 hours)

  • **Module N2: Service Quality Management, Risk and Change Management. (8 hours)

  • Module N3: Decision-Making, Leadership and Team Management – team strengthening and motivation, gender equality, and prevention of workplace sexual harassment. (6 hours)

  • Module N4: Professional Communication – effective negotiations, media relations, and public speaking. (8 hours)

  • Module N5: Public Service Ethics – conflict resolution, organizational culture, anti-corruption policy, and legal mechanisms for combating corruption. (6 hours)


Basic Training Program for Professional Development of IV and III Rank Civil Servants – Development of Personal and Professional Competencies

In today’s world, effective work processes are unimaginable without proper communication, time management, and quality service. In addition, it is crucial to properly understand the role of ethics in the practical activities carried out by civil servants.

Accordingly, this training course focuses on improving the skills of civil servants in a way that enables them to base their daily activities and decisions on the key principles and values essential for public service.
